Grappler isn't a game because it has no real challange, But here's a description: you are a man. Your'e in an empty room. You have an unlimited supply of blocks, bullets, enemies, and reusable grappling hooks. You can do whatever you want with them.
So basically, just jump around, shoot enemies, and play monkey man with your grappling hook.
