The Underground lines must be upgraded. Using explosive charges, clear a path from the start (green blinking tile) to the end (red blinking tile). Once a path is cleared, touch the end tile to lay the line. Also, all pests (rapidly blinking tiles) in the area must be eliminated before laying the line.

Be careful while using your explosive charges; both the explosion and the jettisoned tiles will hurt you.
