An update to Kool Paint 1.0
Overall a massive improvement from the previous version.

List of changes:
Updated the drawing system to support surfaces, this fixes the massive slowdown bug on Windows 7 and Windows Vista machines.
Changed the graphics to look smoother.
Removed Nuke mode.
Fixed sound not working.
Added smooth drawing via Linear Interpolation.
Changed A and Z toggle rather than change selection individually.
Added a confirmation screen for the Canvas Reset button.
Updated the palette.
Added alpha to the paint sprites.
Added Wiggleview, the preview spins if Wiggle is enabled.
Added a program icon.
Updated the game info
