Quite atypical: flack cannons on the ground shoot intermittently. When the flack gets to your altitude, its arrival is indicated by the appearance of a red circle. Move the blue circle out of the way using the numpad before that happens.
You are slowly gaining altitude.
As a note, the cannons do not fire randomly. Check out the "non deterministic wear leveling", as I call it.
